The short answer

Then use the applicable regulatory, customer and crop-specific criteria to decide what observations, tests, inspections or waiting periods are needed. A crop that looks normal may still require a hold, while a system alarm does not prove that every connected lot was affected. The decision must follow evidence.

Incidents can cross boundaries in ways that are not visible. A water-treatment failure may affect every zone supplied after a certain time. A dosing error may follow one irrigation batch. Smoke, broken glazing, floodwater, chemical spray, pest or disease concerns, temperature excursions and sanitation failures create different exposure paths. The hold map should reflect the actual route, not the convenience of one greenhouse bay.

Keep crop status separate from equipment status. Maintenance can confirm that a pump, injector, sensor or treatment system has returned to its approved condition. The grower and quality team must still assess the crop produced during the uncertain period. For food crops, the operation may need regulator, laboratory, buyer or certification input. For ornamentals or propagation material, plant-health, pesticide, customer-specification and biosecurity rules may govern the release.

Every open item needs an owner, due date, status and effect on safety, production, cost and recovery time. A note that something was discussed or is being handled does not prove closure.

A practical workflow

1. Stabilize the incident and open the hold

Protect people and control the source first. The authorized quality or crop owner issues the hold with site, time, event number and initial boundary. If evidence is incomplete, start conservatively and refine the boundary later rather than allowing uncertain product to move.

2. Trace the exposure path

Follow water, air, chemical, equipment, personnel, tools, containers and material movement. Use valve and irrigation-zone records, batch times, harvest and packing logs, inventory location and shipment data. Record where the boundary is confirmed and where it is only assumed.

3. Secure crop and records

Physically identify held zones or stock and reflect the status in inventory or dispatch systems. Restrict relabeling, blending, treatment, sampling and disposal to authorized procedures. Preserve original logs before data rolls over.

4. Write the assessment plan

State the decision question for each lot and the evidence needed. Choose qualified laboratories and sampling methods where testing is appropriate. Do not use a convenient test that cannot answer the actual hazard or crop-quality question.

5. Evaluate each lot, not the event in general

Compare exposure, crop stage, harvest status, records, inspection and test results with applicable requirements. A single result may not represent all zones or times. Document uncertainty and do not average away a localized problem.

6. Authorize and communicate disposition

The named authority signs the decision and its basis for every lot. Update inventory, harvest and shipping status. Notify required external parties with accurate scope and avoid statements that go beyond the evidence.

7. Verify traceability and prevent recurrence

Reconcile held, released, destroyed and shipped quantities. If any affected product left the site, run the approved withdrawal or recall process. Correct the system cause and test the new control before closing the event.

Preserve the event sequence and earlier versions of records. The team should be able to reconstruct what was observed, which condition applied, who decided, what changed, how the result was tested and which limitation remained.
